Found it out you need to do the following on windows:<\/p>\n

From the Windows Control Panel, go to Administrative Tools
\nOpen Component Services
\nExpand the Component Services folder
\nExpand down to Computers | My Computer | DCOM Config
\nRight-click on hMailServer and select properties
\nSelect the Security tab
\nUnder “Launch and Activation Permissions”, select Customize and click on Edit
\nUnder “Group or user names”, click Add
\nFor IIS6: add the built-in anonymous IIS user account<\/p>\n

For Apache: add the Apache user account
\nSet the Local Launch and Local Activation permissions for this user to Allow<\/p>\n

Then Edit PHP.ini as follows<\/p>\n

\n;com.typelib_file =
\n; allow Distributed-COM calls
\ncom.allow_dcom = true
\n; autoregister constants of a components typlib on com_load()
